Study about the number of impoverished persons and it’s effecting factors in Ventspils, Liepaja and Valmiera cities in 2017




PROJECT OBJECTIVES

“Study about the number of impoverished persons and it’s effecting factors in Ventspils, Liepaja and Valmiera cities in 2017.” (hereinafter – Study) was produced for Social Care Board of Ventspils City Council from January 2018 ‘til July. The goal of the Study was to discover the cause for comparatively higher number of impoverished persons in Ventspils city and to produce recommendations for lowering the said number.

PROJECT SOLUTIONS AND RESULTS

 

The Study analyses the differences in the number of impoverished persons, conditions for receiving social care and costs for social care between Ventspils, Liepaja and Valmiera cities. As a result of the Study recommendations for changes in conditions and the process to receive social benefits was produced as well as other payments that potentially could lower the number of impoverished persons.

In the Study a situation in three municipalities was researched in time period of 2013. ‘till year 2017. The Study includes the following steps:

  • Analysis of laws and regulations;
  • Analysis of statistical data (The social aid administration application, Welfare Ministry overview of social care and social help in districts/republic status municipalities, CSB, Office of Citizenship and Migration Affairs, other data sources);
  • Effect evaluation;
  • Interviews with representatives of Social boards of the three cities.
