Rīga Stradiņš University Development Strategy Framework for 2012–2020




PROJECT OBJECTIVE

Based on the memorandum of understanding signed between Boris and Inara Teterev Foundation (BITF) and Rīga Stradiņš University (RSU), within the framework of the PROGRAMME FOR EXCELLENCE IN EDUCATION, Dynamic University ltd. was contracted to implement a project aimed at facilitating excellence and the strategic development of a high-value education in RSU. As provided by the Memorandum as well as considering the four priority objectives set for the project, two tasks were assigned to the project team: examination and analysis of the current status quo at RSU and drafting of the RSU development strategy framework 2012–2020 which could be used as a platform in preparing the development strategy for the subsequent period.

PROJECT SOLUTION AND RESULT

As a result of the examination and analysis stage, Dynamic University prepared a Mid-Term Report “RSU Analysis Stage Results”. For the purposes of the RSU examination and analysis stage, a methodology framework was developed and internationally recognised tools and methods, based on the Standards and Guidelines for Quality Assurance in European Higher Education Area of the European Association for Quality Assurance in Higher Education (ENQA), were selected. As a result of the examination and analysis stage, the following was accomplished:

  • the most important information concerning the RSU’s performance was collected;
  • a profile of the RSU in U-Map system was prepared;
  • competitiveness of RSU was assessed based on four global university rankings;

 

 
  • benchmarking of RSU against other European HEIs selected by RSU was conducted;
  • institutional self-assessment in EFQM excellence model was carried out;
  • a survey of RSU students and faculty was conducted;
  • an analysis of stakeholders’ roles and impact was prepared.

The final output of this stage was the preparation of a SWOT analysis on the basis of the most important findings of the examination and analysis stage.

In the course of developing the RSU development strategy framework, with the participation of a special RSU Strategy Working Group as well as the RSU Student Council, the final deliverable, RSU development strategy framework for 2012–2020, was prepared incorporating the following components:

  • RSU Strategic Development Map;
  • RSU Short-Term Action Plan activities;
  • RSU vision pillars;
  • RSU uniquenesses;
  • RSU development priorities for 2020;
  • recommendations for the strategic planning process.
